Position Summary

The Metropolitan Airports Commission (MAC) is seeking a highly qualified leader with demonstrated operational management experience. This key leadership role reports to the Chief Operating Officer and is responsible for the oversight and management of Terminal & Landside Operations; Maintenance Services & Asset Management; Operations Optimization; Integrated Operations; and Reliever Airports operations and maintenance. The incumbent is responsible for providing strategic and operational leadership in the development of people, strategies, policies and programs for all areas of oversight.
 
As a member of the MAC senior leadership team, the individual selected for this position will be tasked with assisting the organization in maximizing its operational excellence. The ideal candidate brings a strong operational background to address daily operations along with an innovative mindset to create solutions that optimize performance and efficiency for the MAC's system of airports, which includes the Minneapolis-St. Paul International Airport (MSP) and six Reliever Airports. The Vice President, M&O will have the demonstrated ability to effectively manage large budgets and create new economic value through process optimization and integration of MAC roles with stakeholders and federal partnerships through innovative and entrepreneurial strategies for new and existing aeronautical and non-aeronautical activities.
 
The Vice President, M&O provides leadership for all areas of responsibility, is an important member of Senior Staff and oversees the largest non-aeronautical revenue source for the MAC, parking and transportation. This requires a high degree of collaboration with other work units within the MAC such as Revenue Development, Finance, Information Technology and Strategic Marketing. The Vice President, M&O works closely with Airport Planning and Development to maintain facilities and plan for future developments. The position serves as a staff liaison to the Operations, Finance and Administration Committee.

Position Description

Leadership

  • Integrate MAC Purpose, Values and Enterprise Strategic Goals into areas of responsibility.
  • Lead goal setting and planning sessions in accordance with division objectives.

Commitment to Stakeholder Engagement
  • In collaboration with the Vice President of Strategy and Stakeholder Engagement, develop outreach activities for engaging tenants, community organizations and stakeholders of MAC airports that align with enterprise strategic plan.
  • Lead initiatives to advance sustainability for MAC's airport operations as identified in and in alignment with the enterprise strategic plan. 
Organization Management
  • Assist the Executive Director/Chief Executive Officer and the Chief Operating Officer in development of policies and programs as directed by the MAC Commission.
  • Inform the Chief Operating Officer of recent developments, needs or problems requiring new or modified policies, programs or goals.
  • Develop and recommend programs to ensure the safe, efficient and financially responsible management of the Commission's airport system.
  • Coordinate with other Vice Presidents to ensure comprehensive program coordination of division's activities to meet Commission goals.
  • Propose and oversee policy development with Commission members to ensure the intent of existing policies are understood and addressed by staff.
Responsibility within Assigned Operations
  • Provide overall direction to support achievement of business objectives and strategic plans for operational departments supporting seven airports within the MAC system.
  • Act as senior staff liaison with the Operations, Finance and Administration Committee of the MAC and serve as one of two Committee Chairperson's primary contact with staff.
  • Maintain MSP's compliance with FAR Part 139 and 49 CFR 1542.
  • Oversee the management team directing departments within the Management and Operations Division to include Terminal & Landside Operations; Maintenance Services & Asset Management; Operations Optimization; Integrated Operations; and Reliever Airport operations and maintenance.
  • Oversee the airfield facilities, operations and the coordination of capital improvement projects to support MSP and the Reliever Airports. 
  • Develop policies and procedures and perform lease negotiations to support the growth of both aeronautical and non-aeronautical development. 
  • Confer and coordinate with representatives of federal, state and local agencies, commercial air carriers, private operators and other users of airport facilities regarding operations, maintenance, safety and security.
  • Represent the MAC at airport, airline, governmental or community meetings and conferences concerning ongoing and future operational impacts and issues.
  • Oversee safe and secure operations and maintenance of all runways, taxiways, roads, grounds and buildings at MSP and the six Reliever Airports.
  • Lead the emergency response in coordination with Public Safety Departments to proactively manage incidents, continuity of operations and recovery efforts to restore normal business activities.
  • Review, establish and coordinate airport ordinances and measures to meet security policies in accordance with Transportation Security Administration regulations and the MAC security plan in coordination with public safety and security.
  • Oversee the implementation of processes and procedures to effectively operationalize the management of the NorthStar Operations Center.

Minimum Requirements
  • Bachelor's Degree in Aviation-related discipline, Business Administration, Public Administration or a related field.
  • Ten years of progressively responsible experience in airport or airline operations or leading a major organizational function or facility of a large organization. 
  • In lieu of a degree, fourteen years of progressive experience in airport or airline operations or leading a major organizational function or facility of a large organization.
  • Experience supporting and interacting with elected and/or appointed boards, councils or committees.
  • Experience engaging communities and/or stakeholders.
  • Experience leading large teams: setting the direction, establishing performance criteria and ensuring accountability. 
  • Excellent leadership skills, collaborative work style, relationship-building skills, sets good leadership examples, cultivates these attributes in others; effectively manages multiple projects while managing conflicting interests, demonstrates courage under pressure to act decisively, but not unilaterally, instead, seeking consensus of executive leadership on sensitive issues. 
  • Excellent written and oral communication skills
  • Experience presenting to large groups.
  • Demonstrated experience setting and promoting high standards of customer service.
  • Valid driver's license.
 
Desirable Requirements
  • Master's Degree or other advanced degree in an Aviation-related discipline or a related field.
  • Large hub airport management or operational experience.
  • Experience with the National Incident Management System components and the ability to respond to and lead emergency incidents.
  • Demonstrated pattern of successful interaction with airline management personnel.
  • Demonstrated pattern of providing strategic leadership and vision to staff groups involving major projects and strategic initiatives.
  • Experience working with organized labor groups. 
  • Experience in establishing and operating a multi-discipline operations center.
  • Experience with implementing asset management programs and building information management systems.
  • Experience working with FAA documentation requirements, SMS processes and safety risk management procedures.
  • Pilot's license and experience with air traffic control and instrument procedures.
