Job Summary
We are seeking a dedicated and experienced US Regime Manager for our FM Regulatory Operations (RegOps) team. This role is crucial in ensuring that our Financial Markets (FM) business can continue to effectively serve clients within a complex and evolving regulatory landscape. The ideal candidate will lead the promotion and execution of Regulatory Operations strategies across the Americas, manage relationships with senior stakeholders, and oversee compliance with US regulatory obligations.
Key Responsibilities
- Ensure the FM business maintains client service capabilities amidst regulatory changes.
- Promote Regulatory Operations as a function and advance its strategy across the Americas.
- Enhance relationship management with senior stakeholders across the Americas.
- Execute processes and controls for US regulatory obligations, including CFTC (Part 43 and 45) and SEC (Section 901 and 902).
- Define, document, and ensure effective operation of US Regulatory Operations' processes and controls.
- Rationalize regulatory changes affecting FM Operations' processes.
- Assist in implementing a robust reconciliation process.
- Identify and manage delivery of strategic MI, including migration to the strategic stack.
- Partner with technology and Operations teams for seamless change implementation.
- Manage internal communications to keep stakeholders informed of developments and milestones.
- Maintain awareness and understanding of the wider business, economic, and market environment in which the Group operates.
- Manage risks and issues relevant to the regulatory regimes, ensuring visibility across governance.
- Identify, assess, monitor, control, and mitigate risks to the Group, ensuring appropriate controls and measures are in place.
- Assist with regulatory regimes' risk control from an operational process perspective.
- Oversee the direction, planning, structure, and oversight of frameworks, ensuring effective governance and compliance with regulatory requirements.
- Ensure understanding and compliance with regulatory frameworks relevant to the role.
- Display exemplary conduct and adhere to the Group's Values and Code of Conduct.
- Embed the highest standards of ethics and regulatory conduct across the bank.
- Identify, escalate, mitigate, and resolve risk, conduct, and compliance issues collaboratively.
- Build and maintain relationships with Operations, Technology, Compliance, Legal, COO team, Front Office, regulators, external vendors, and other stakeholders.
Qualifications
- Knowledge of Part 43 and Part 45 of DFA
-Knowledge of sections 901 and 902 of SEC
-Knowledge of Canadian reporting
-Knowledge of FED 2420
-Proven experience in a similar role within Regulatory Operations, preferably in the financial services industry.
-Strong knowledge of US regulatory requirements, including CFTC and SEC regulations.
-Excellent stakeholder management and communication skills.
-Ability to navigate and manage change effectively.
-Strong analytical and problem-solving skills.

Expected annual base pay range for the role is 100,057 USD to 150,085 USD. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location. At Standard Chartered Bank, Base pay is only part of the total compensation package.
