The role:

We are recruiting for the Urban Mobility Office director! While overseeing our Mega Project Delivery Program, you will lead teams who design, develop and implement complex multimodal transportation mega projects and systems. You will also represent our agency to elected and appointed officials, including the state legislature, to ensure their understanding and support for mega projects and urban mobility goals.

Our Urban Mobility Strategy is a cohesive approach to reduce congestion, improve safety and modernize the region’s aging transportation system. Combined with our partnerships and investments in transit and active transportation, these projects will address transportation problems facing the Portland region for generations to come. A day in the life:

  • Provide strategic vision, executive-level leadership and management to successfully accomplish cost-effective project implementation and delivery of mega projects and urban mobility needs.

  • Direct and approve biennial budget requests and define the structure, goals and objectives.

  • Establish policy and direction to ensure that all modes of transportation are considered and integrated in the planning, development and delivery of transportation systems and projects.

  • Work within our agency to identify and advocate for community interests and needs as they relate to projects and programs that affect community and economic development.

  • Build collaborative and mutually beneficial relationships with local communities.

  • Create the foundation of a sustainable transportation system using practical solutions, innovative approaches and transformative opportunities.

  • Coordinate, measure and incentivize public and private actions consistent with statewide goals, policies and programs.

  • Ensure our engineering and operational procedures consistently reflect industry innovation and best practices and that we meet or exceed industry standards.

  • Coordinate and build consensus among various local and regional governments, business and industry, and special interest groups on transportation policies and projects.

  • Oversee the development and implementation of policy, training, project and program stewardship, and reporting that supports an integrated practical solutions approach to asset management, planning, operations, modal systems, project development and delivery, and construction.

  • Work in an office environment with hybrid work options available – in office work is estimated at 2-3 days per week.

  • This position is on call 24 hours a day, 7 days a week including holidays and requires driving and traveling across the state with some extended or overnight stays – travel is primarily within the Portland metro area to attend meetings and collaborate with partners.

Minimum qualifications:

Nine years of management experience.

OR

Six years of management experience and a bachelor's degree in a related field.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience in multimodal transportation and a demonstrated in-depth understanding of the opportunities impacting project delivery including equity and the unique impacts transportation systems have on underserved populations.

  • Experience in oversight and delivery of successful mega and urban mobility projects.

  • Experience with infrastructure modernization, innovative mobility and alternative and sustainable transportation systems including the effectiveness of policies and programs.

  • Demonstrated ability to build and maintain strong working relationships with internal and external partners.

  • Experience coordinating and building consensus among various local and regional governments, business and industry, and special interest groups on transportation policies and projects.

  • Experience developing public sector budgets, federal funding requests and establishing and implementing program policies, goals and objectives.
