Essential Functions | % of Time | - Procure & Administer Planning & Projects Activities for Administration Division: Serve as an advisor to and support the Public Transportation Director’s management and administration of Greenlink and create positive change by leading key initiatives. Manage planning, projects, grants, and compliance activities. Responsible for implementing assigned Greenlink’s plans, building organizational strength to achieve sustainable results, and delivering critical internal and external policy initiatives. Ensure timely bus stop installation project coordination. Aid and verify the completion of monthly Key Performance Indicators (KPIs). Work with staff to ensure and submittal of monthly and annual National Transit Database (NTD) and South Carolina Department of Transportation Operating Statistics (OPSTATS), and Transit Asset Management (TAM) reporting. In coordination with General Manager for Transit Operations, verify the Intelligent Transit System (ITS) is working properly and that data is being collected. Maintain infrastructure database. Lead development and maintenance of Greenlink’s strategic plans, along with any division specific workplans and goals. Formulate, establish, and evaluate administrative policies, procedures, practices, and guidelines to ensure operational efficiency and continuous improvement. Oversee Disadvantaged Business Enterprise (DBE) program, including semi-annual reporting. Ensure through staff that all federal regulations are upheld and delivered in a timely manner. Serve as the department's subject matter expert on GTA’s procurement policy and ensure GTA compliance with all FTA procurement requirements. Responsible for development, coordination, and evaluation of RFPs and related submissions, as necessary. Interpret, and implement financial aspects of contractual agreements. Oversee Planning staff contracts and monitor/track other contracts to ensure that all services provided are of the highest quality and consistent with terms of contract. Provide leadership and coordination of the FTA Triennial Review, which includes reviewing and preparing written responses to the report, coordinating appropriate responses among departments, and providing critical documentation. Represent Greenlink at a variety of meetings, public events, training sessions, on committees, and/or other related events that may pertain to Greenlink- related topics. Coordinate the orientation of new Board members. Assist Board members with educational and training opportunities involving new transit initiatives, technologies, planning, and finance. Ensure the timely preparation and distribution of materials (e.g., requests, agendas, schedules, notices, resolutions, etc.) for Board and Committee meetings, consistent with GTA approved bylaws and procedures. Coordinate meetings and provide agendas and minutes to the Greenville City Clerk. Provide for virtual meeting access when needed by Board members. Keep all official records of Board activities (minutes of proceedings, resolutions, etc.), including those of Board Committees, as directed by the Board.
| 30% | - Coordinate Applications for Funding/Grants: Through subordinates, identify competitive grant opportunities that align with Greenlink’s goals and objectives. Edit competitive grant applications for accuracy, completeness, clarity, and adherence to grant requirements. Work with appropriate Greenlink staff to identify organizations and foster support for grant applications via the solicitation of match commitments and letters of support. Through subordinates, develop detailed project narratives including grant funding budgets, project milestones and projected implementation and completion schedules for competitive grant applications. Work collaboratively with a variety of Greenlink staff and stakeholders to obtain all required information for grant submission. Oversee Grants staff in submittal and maintenance of funds requests. Supervise development and execution of all certifications and assurances required by each funding source. Ensure Grants staff maintains compliance with reporting requirements related to open grants, awards, and funding.
| 20% | - Manage Capital Budget: Assist Director, Deputy Director, and OMB personnel to create and manage the annual capital budget, provide grant balances to develop total revenue, including revenue for operating divisions. Develop the budget for assigned divisions and projects; recommend requests to the Director; recommend to Director execution of procurement documents, journal entries, and budget transfers. Make budget recommendations for department; ensure budget recommendations are in line with available funding. Ensure submittal and tracking of budget versus expenses as it relates to federal and state formula funding. Represent the department at meetings or related appointments as required. Prepare budget-related written materials, correspondence, notices, and reports. Coordinate effective resolution of vendor issues. Approve expenditures in purchasing software. Ensure invoices are charged to the correct division or grant. Act as purchasing agent for Greenlink.
| 20% | - Administer Short Range/Long Range Planning: Develop, implement, and report on long-and short-term plans, goals, and strategies to aid Greenlink in meeting its goals and objectives. Oversee updates to and implementation of Transit Development Plan. Make presentations to private businesses and governing bodies. Assist in conducting public hearings, producing, and organizing rider surveys, preparation of data, and quantifying route and fare information. Work and communicate with other City/county departments, neighborhood associations, business owners, and the public-on-public transportation-related matters. Ensure staff provides timely commentary regarding bus stop/route requirements for local planning efforts. Participate in the Greenville-Pickens Area Transportation Study (GPATS) Long Range Planning process and attend all study group meetings. Work with surrounding communities in provision of future transit plans including but not limited to Bus Rapid Transit, Streetcar, Light Rail, High Speed Rail, Automated Systems, and other related conveyances. Support the development, implementation, and continuous improvement of Safety Management System (SMS) processes and activities. Incorporate safety risk management activities in route planning and service installation processes.
| 20% | - Manage Assigned Staff: Manage assigned staff through subordinate levels of supervision to achieve department strategic goals and priorities. Provide leadership necessary for staff to meet current and long-range goals and priorities. Meet with staff regularly to ensure operational efficiency and continuous improvement. Advise, direct, and consult with subordinate supervisors on matters of workforce planning, work assignments, scheduling, work performance, evaluation, promotion, and discipline. Set priorities, delegate work assignments, projects, and programs; monitor workflow; and review and evaluate work products, methods, and procedures. Provide for staff training and professional development. Work collaboratively with subordinates to address employee performance and disciplinary issues in compliance with City Human Resources and department policies. Provide timely, accurate, and thorough performance reviews for supervised employees. Oversee annual performance evaluations and ensure timely completion of well-written evaluations. Provide policy interpretation and direction to staff, as needed. Hire for subordinate positions, assist in interviews as needed.
