Marin County Community Development Agency: The Community Development Agency (CDA) has a long history of innovation and leadership. CDA is a multifunctional agency shaping many aspects of environment and communities, organized into five mission-oriented divisions: Planning, Building and Safety, Environmental Health Services, Housing and Federal Grants, and Sustainability. CDA's mission is to promote, protect, and advance healthy, safe, and equitable communities.

ABOUT THE POSITION

The Housing and Grants Division preserves and expands the range and supply of adequate, accessible, and affordable housing through affordable housing policies, regulations and programs and provides Marin communities with resources to address a wide range of unique community development needs. Federal funds are awarded to non-profits which provide community development activities, anti-poverty programs, and affordable housing for low- and moderate-income households throughout Marin County.   

The Senior Program Coordinator will be the lead on the Federal Grants program, and will evaluate proposed projects, recommend priorities for the expenditure of public funds, work with the Countywide Priority Setting Committee,  assure that all requirements of funding sources are met, prepares and administers contracts with program sub-grantees, advise and collaborate with sub-grantees, monitor federal environmental, labor standards, affirmative marketing, and lead paint requirements for federally funded projects. 

The Senior Program Coordinator will also facilitate housing and community development activities in Marin County related to housing element implementation.

 Hybrid schedule:

The Community Development Agency has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate: 

The highly qualified candidate thrives on working in a fast-paced office, can exercise a high degree of independence in carrying out assignments, has excellent customer service skills, focuses on solving problems and achieving positive outcomes, and has strong oral and written communication skills. More specifically, they are familiar with affordable housing policy and federal grants, and have managed related programs serving underserved populations, administered State or Federal grants. The successful candidate can utilize data to conduct analysis, has a strong background in public outreach and desires to be part of a dynamic team working to provide services to those most in need in our community. The highly qualified candidate should also have experience working with Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) programs and using Neighborly software. Bilingual skills (English/Spanish) are strongly preferred.

QUALIFICATIONS

Knowledge of: 

  • Principles and practices of administering and evaluating programs.
  • Policies and procedures related to assigned program.
  • Needs of clients served by a public agency programs.
  • Data collection, data analysis, and application to management information system design and implementation.
  • Community resources for the provision of social services, education and related services.
  • Contract development and monitoring.
  • Budget, utilization projections and cost analysis.

Ability to: 

  • Work with individuals, groups, and communities to promote program objectives.
  • Develop procedures and protocols necessary to implement project designs, and administer data gathering instruments.
  • Establish and maintain effective working relationships with program participants, co-workers, community organizations, private agencies and other public agencies.
  • Manage competing demands.
  • Interpret, explain, and apply rules and regulations.
  • Prepare clear and concise written and oral reports.
  • Coordinate, facilitate, and conduct public meetings.
  • Communicate effectively.

MINIMUM QUALIFICATIONS 

Additional experience providing community, educational or related services, including responsibility for program administration, planning, monitoring, and evaluation may substitute for the education on a year for year basis.Equivalent to graduation from an accredited college with a Bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. 

A graduate degree in a field closely related to the assigned program(s) is highly desirable.
