About the Role:
The Senior Financial Planning Analyst is responsible for preparing financial modeling scenario analysis and summarizing key findings, in addition to contributing to the broad and variable analytical products supported by the unit. Examples of key initiatives or projects:

  • Annual sewer rate process
  • Capacity charge revenue forecasts
  • Monthly cash flow forecasts
  • Fixed asset replacement models
  • Rate surveys, peer benchmarking, and affordability analysis 
This position performs work remotely and onsite.  

About the Team:
This position is an individual contributor role within the Rates & Financial Planning Unit, which is part of the Finance & Administration Section of the Wastewater Treatment Division, a division within King County's Department of Natural Resources and Parks.

Job Duties

What You Will Be Doing

  • Develop utility rate analyses using Excel-based financial models to evaluate and summarize alternatives and identify key policy implications among the alternatives
  • Distill analytical findings to key take-aways and prepare briefing materials that utilize visual aids such as charts and tables to communicate key findings, policy implications, and inform decision making
  • Assist on the preparation of the sewer rate and capacity charge proposals and their related financial forecasts. Produce supporting tools and inputs such as a fixed asset replacement model, capacity charge revenue forecasts, peer benchmarking, etc.
  • Respond to a broad, flexible, and changing set of analytical requests with high quality deliverables prepared and delivered in a timely manner
  • Manage multiple work products simultaneously with overlapping timelines, managing both schedule and deliverables for a variety of stakeholder audiences, and responding to the rapid turnaround needs of a multilayer leadership structure

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring   

  • An academic degree in economics, business administration, public policy, or other related field requiring quantitative analysis
  • Advanced knowledge of and skills in financial planning, developing financial models, and quantitative analysis, preferably for a public utility
  • Experience preparing utility rate models and financial analyses, including preparing briefings and technical documentation of assumptions, approaches, and findings
  • Advanced Excel skills, including use of pivot tables, macros, and what-if analysis
  • Highly developed skillset to research, analyze, and interpret financial information to resolve issues and make recommendations
  • Focused attention to detail and proven ability to manage multiple projects in an organized, thorough, and timely manner
  • Ability to communicate technical information to non-technical audiences, both written and verbal

 It Would Be Great if You Also Bring: 
  • Advanced Microsoft 365 skills
  • Experience in a remote work environment
  • Experience presenting materials to a wide range of audiences
  • Experience using business intelligence tools to analyze and visualize data (such as Power BI or Tableau)
  • Experience in business writing and storytelling, manifested in the ability to write succinctly and persuasively 
  • Knowledge of current standards and developing trends in public sector budgeting, managerial and financial accounting, including GAAP and GASB Understanding of public policy analysis
  • Ability to apply advanced statistical techniques

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically once per quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Location:201 South Jackson Street, Seattle, WA 98104
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. 
  • Union Representation: This position is represented by Teamsters L117 (Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund).
