Job Description:  This position will serve as the QED Navy Manning Analyst for a U.S. Navy contract.  The QED Navy Manning Analyst will collect and analyze CVN manning related data (unplanned losses, non-deployable personnel, distribution friction, rating health, personnel manning actions, etc…), assess new technologies and design initiatives expected to reduce workload, analyze implications of fleet size increases, assess current and future needs based on priorities and budget constraints, maintain a comprehensive working knowledge of all manning requirements, coordinate with other subject matter experts, and facilitate CVN daily updates to stakeholders. 

Job Requirements/skill sets:  

• A minimum of 5 years’ experience and fluent use of Microsoft Products.
• A minimum of 10 years’ experience in the administering and evaluating of manning shortfalls to meet the training requirements for CVN readiness.
• Experience in conducting manning needs assessments for current and future needs based on mission priorities and budget constraints of the command.
• A minimum of 10 years’ experience in military manning and budgeting.
• A minimum of 10 years’ experience in analyzing and have a proficient understanding of the optimal manning needs aboard aircraft carriers for total ship operating and support costs—which include personnel and maintenance costs.
• A minimum of 10 years’ experience in military allocation, placement and assignment. 
• A minimum of 10 years’ experience in analyzing the Navy’s process to determine manpower requirements—the number and skill mix of sailors needed for the aircraft carriers to fully account for all ship workload.
• A minimum of 10 years’ experience in analyzing the direction and  management of all manning actions to include manpower needs during Maintenance Phase  Manning for aircraft carriers.
• A minimum of 10 years’ experience in analyzing the management and development of personnel manning actions to meet mission requirements such as program or policy changes to enhance efficiency, reduce costs, or improve the readiness of aircraft carriers.
• A minimum of 10 years’ experience in analyzing the personnel manning factors by reassessing factors to ensure they remain valid or require measuring workload while the aircraft carriers are in port, underway, or deployed.
• A minimum of 10 years’ experience in analyzing manpower requirements to ensure that crews can maintain aircraft carrier readiness and prevent overwork that can affect safety, morale, and retention.
• A minimum of 3 years’ experience in military personnel manning management in reference to comparison of the new CVN classes vs. the older CVN classes.
• A minimum of 10 years’ experience in military personnel manning management to include budgeting and cost implications.
• A minimum of 10 years’ experience in technical, management,  development, and integration experience with aircraft carrier crew manning requirements  occurring within the last five (5) years.

Security Clearance/Naval Facility Access:  U.S. citizenship required and a SECRET Clearance required. Must be able to access military facilities, naval shipyards, and private shipyards.
