ABOUT THE ROLE:
The Learning and Development Manager is responsible for coordinating and delivering training programs and professional development opportunities for City employees. This position ensures training programs are effective, support employee growth, and align with the city’s goals of diversity, equity, and inclusion. The role emphasizes program execution and coordination while fostering a culture of continuous learning. ESSENTIAL DUTIES & RESPONSIBILITIES:

· Assist in the design and implementation of learning and development programs to support employee skill-building and career growth.
· Conduct training needs assessments to identify skill gaps and recommend appropriate programs to meet organizational and departmental goals.
· Collaborate with supervisors and employees to identify development opportunities.
· Coordinate union proficiency testing and Microsoft Office training sessions by managing logistics, assisting with proctoring, and ensuring smooth test administration. Serve as a liaison between vendors and the Communications department.
· Serve as the administrator and primary point of contact for the Massachusetts Conflict of Interest training for both City and school employees, ensuring completion and assisting with any questions and troubleshooting.
· Support training and coordination for new and existing end users of the City's applicant tracking system (Taleo), including refresher sessions as needed. Assist with scheduling, logistics, and facilitation of training sessions to ensure users effectively navigate and utilize the system.
· Coordinate the scheduling, logistics, and delivery of various in-house and external training programs.
· Create or partner with vendors to develop training materials, including presentations, guides, and e-learning resources, for in-house or vendor-led programs.
· Assist in the implementation and coordination of performance management programs that align with organizational goals and support employee development.
· Provide training and resources to managers and employees on performance evaluation processes and best practices.
· Serve as a resource for employees and supervisors to address questions and ensure effective performance management practices.
· Collect and analyze feedback from participants to assess the effectiveness of training programs and maintain detailed records of employee training completions and certifications.
· Monitor training-related expenses and assist in tracking the learning and development budget.
· Serve as the primary contact for external trainers and vendors.
· Assist with organizational initiatives related to employee engagement, culture improvement, and workforce performance.
· Provide administrative support for the implementation and ongoing use of a new Learning Management System (LMS) and train staff on its use to ensure ongoing engagement.
· Support diversity, equity, and inclusion initiatives as they relate to employee training and development, and collaborate on efforts to embed anti-racism, diversity, equity, and inclusion principles into training programs.
· Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:
Education and Experience
· Bachelor’s degree in human resources, organizational development, education, or a related field, or equivalent combination of education and experience.
· 3+ years of experience in learning and development or comparable field, with a focus on program delivery and coordination.
· Experience in the public sector or a unionized environment is a plus but not required.
Knowledge, Skills, and Abilities
· Familiarity with adult learning principles and basic instructional design.
· Excellent organizational and time-management skills.
· Strong communication and interpersonal skills to work effectively with diverse employee groups.
· Proficiency in standard office software (MS Office Suite) and experience using learning management systems (LMS).
· Demonstrated ability to evaluate program outcomes and recommend improvements.

WORK ENVIRONMENT:
Ability to access, input, and retrieve information from a computer. Answer telephones and maintain multiple files. Must read and analyze large quantities of information. Work is conducted primarily in a standard office environment which includes fluorescent lighting, air conditioning, computers, and other standard office equipment, but may also involve meetings in other offices or facilities. This position may be eligible for hybrid work under the City’s Telework Policy depending on operational needs.

Ability to operate standard office equipment; pay attention to details and concentrate on tasks despite frequent interruptions and moderate noise levels; communicate effectively and exchange accurate information with coworkers and members of the public; read and organize written material.
