Full Job Description

Job Summary

Under general direction and in compliance with standard operating procedures and policies, performs a variety of complex human resources duties on a professional level. Administers the online learning management system (LMS) and provides related technical support to all City departments. Manages the implementation of the City’s Supervisory Development Program (SDP), including developing and delivering training on a variety of compliance, leadership, management, and supervisory topics. Recruit and train City managers and professional staff to conduct SDP and other HR -sponsored training. Manage SDP mentor program. As assigned, provides professional consultation and support to City department directors and managers on training and organizational developmental needs. Assists with researching, writing, updating, maintaining, and distributing HR policies and Employee Handbook. Maintains and updates HR content on external City website. Researches and produces a wide range of analytical reports and presentations. As assigned, provides complex HR analytics and reporting support across multiple HR functional areas. Collects and compiles HR metrics and data from a variety of human resource information systems and assists with preparation of related reports. Provides high-level administrative support to Chief Human Resources Officer. Performs other duties as assigned.

  • Administer the City's Learning Management System (LMS): Work with all City departments to ensure the necessary training is available in the LMS and training library is updated as needed. Create training programs in LMS as needed and requested by the departments. Enter various HR-sponsored training information into the training management system, ensuring the accuracy and currency of the data. Track and update required licenses and certifications. Provide technical support and training to LMS users. Coordinate with and provide technical support to HR-authorized department LMS designees. Provide LMS statistics on a biweekly basis.

  • Perform Training and Organizational Development Support: As directed, plan and implement leadership, management, and HR compliance training programs: Coordinate the implementation of SDP, ensuring program content is current and meets the training needs of the City and delivering various modules within area of expertise. Maintain a list of newly promoted/hired supervisors who need to be trained, schedule participation with respective departments, and coordinate all pre-training assignments, including mentoring program. Coordinate all training logistics including scheduling of presenters, reserving training space, preparing participant training packets, and arranging for food and beverage. Track all participants to ensure completion of program and prepare and distribute certificates of completion. Maintain and implement list of internal SDP mentors and presenters. Recruit and train City managers and professional staff to conduct training sessions; provides professional guidance and advice on training styles, methods, and techniques. Conduct mentor training. Work collaboratively with HR subject matter experts in the ongoing development and enhancement of New Employee Orientation (NEO) orientation and training classes and materials. Conduct NEO training on assigned topics. Participate in the planning, development, coordination, and implementation of diverse human resource and organization development initiatives, projects, and activities, as assigned. Provide professional consultation and support to City department directors and managers on training and organizational developmental needs. Facilitate team building and employee engagement activities in various departments as needed. Provide employee engagement survey design and analytical support. Analyze and identify training needs to develop new training programs and/or enhance existing programs. Evaluate the effectiveness of HR-sponsored training and make recommendations for improvement.

  • Provide Administrative Support to Chief Human Resources Officer: Provide research, writing, and editing support. Research and prepare various presentations as needed. Maintain master HR policy files and the HR Policy Index to reflect policy revisions and update the Employee Handbook accordingly. Provide logistical support in obtaining signatures/authorizations on HR policies, creating PDF version, and sending out communication to City management on any new and changing policies. Serve as HR Department point person for maintaining and updating HR content on external City website. Assist in coordinating the preparation of the HR Quarterly Strategic Work Plan. Compile and update succession planning data and other requested analytical reports and documents.

Job Requirements

  • Bachelor’s degree in human resource management, training and development, organizational development/ and/or behavior, organizational psychology or a related field.
  • Over four (4) years of progressively responsible human resources experience with emphasis on training and development, organizational development or related area.

Preferred Qualifications

  • Master's degree in human resource management, training and development, organizational development/ and/or behavior, organizational psychology, public or business administration or a related field.
  • Training and Development Certification or certified professional in Talent development.
  • Certifications in individual, leadership, and organizational assessments (e.g., 360 leadership, behavioral and communication styles, emotional intelligence, employee engagement, etc.)
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Interpret and apply federal, state, and local laws and ordinances governing personnel and employment practices.
  • Assess organization-wide training needs, and to develop, implement, and evaluate responsive programs, including researching training options and alternatives.
  • Design, develop and conduct training on a wide range of HR compliance and leadership and management topics.
  • Provide leadership and support in designing effective people, cultural, and organizational strategies and solutions that result in engaged employees and successful supervisors, managers, and leaders.
  • Plan, design, implement, and conduct training to a diverse level of management and employees.
  • Demonstrate exceptional training presentation and facilitation methods, conveying convey information and ideas through a variety of media that engages the audience and helps them understand and retain the message.
  • Establish and maintain effective working relationships with HR team, City staff and officials, and HR customers.
  • Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences.

Physical Demands:  

Continuously requires fine dexterity, vision, hearing, and talking. Light to Medium strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly and/or walking or standing to a significant degree.

Frequently requires time pressure, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team. Occasionally requires tedious or exacting work.
