Summary

This position is located at Bureau of the Fiscal Service, Deputy Commissioner Financial Services and Operations, Wholesale Securities Services, Division of Business Systems. As a Financial Systems Analyst, you will be responsible for financial and technical analysis, conducting special projects, and working with automated systems in the office.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Financial Systems Analyst, you will:

  • Work closely with other staff members in a team environment to accomplish debt financing initiatives and support functions.
  • Develop and maintain knowledge and understanding of strategic goals and objectives communicated through Treasury, Fiscal Service, and Debt Financing Strategic Plans, annual Debt Financing Operational Plans, and Federal Reserve Bank (FRB) Fiscal Agent Domain Operational Plans, and the impact of the guiding principles communicated through these plans on Debt Financing Operations.
  • Comprehend and translate general concepts and guidance into specific, actionable recommendations and plans.
  • Assist and advise senior management in planning and executing program initiatives. Perform studies and reviews the potential impact of proposed financing and regulation changes on Fiscal Service and FRB systems and operations.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Analyzing errors to resolve issues or problems; AND
- Experience conveying technical information to operational staff; AND
- Experience working with special projects; AND
- Experience supporting automated system development, design, or testing.


Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
- Experience analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment; AND
- Experience conveying technical information to operational staff; AND
- Managing multiple priorities and assignments where deadlines are varied and competing.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR
You may qualify with a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
- Experience applying analytical techniques to identify and/or resolve technical issues or problems; AND
- Organizing and accomplishing varied work assignments and meeting deadlines despite frequent interruptions; AND
- Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations.

OR

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes:
- Applying and interpreting rules and regulations in order to convey technical information to customers; AND
- Communicating verbally and in writing in order to make recommendations or provide instruction.

OR

You may substitute education: successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university; OR have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together.
