ELLWOOD CITY AREA SCHOOL DISTRICT

DIRECTOR OF EDUCATIONAL PROGRAMS

GENERAL STATEMENT:

UNDER THE SUPERVISION OF THE SUPERINTENDENT, THE DIRECTOR OF EDUCATIONAL PROGRAMS WILL PROVIDE LEADERSHIP IN THE SMOOTH OPERATION OF ALL DISTRICT EDUCATIONAL PROGRAMS, CURRICULUM AND INSTRUCTION AND ASSESSMENT. ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO, LEADERSHIP IN THE AREAS OF CURRICULUM, PROFESSIONAL DEVELOPMENT, STATE AND FEDERAL MANDATES, GRANTS, INSTRUCTION AND ASSESSMENT, DATA ANALYSIS, AND COMMUNITY RELATIONS.

ESSENTIAL FUNCTIONS

  • General Administrative Functions
    1. Collaborate with members of the leadership team to oversee all district educational programs.
    2. Prepare monthly, quarterly and annual reports as requested by the superintendent and/or board of school directors and submits all required forms in a timely manner to the appropriate administrator and/or agency.
    3. Engage district stakeholders in the development and implementation of district programs.
    4. Implement Board Policies and Administrative Regulations.
    5. Attend School Board Meetings.
  • Curriculum
    1. Keep current on changes to state curriculum regulations and implement current regulations regarding standards based curriculum.
    2. Engage teams of content teachers and administrators to maintain the district curriculum cycle with the purpose of reviewing, editing, and/or establishing written curriculum.
    3. Communicate and cooperate with other staff members in the planning of instructional goals.
    4. Recommend the addition of new courses, grade placement courses, credit allowances for courses and graduation requirements.
    5. Evaluate and recommend adoption of new instructional materials, equipment and programs to ensure conformance with state and school board standards.
    6. Interpret, propose and present curriculum as well as propose curriculum changes to the Board, administration, staff and general public.
    7. Maintain an online version of the district curriculum.
    8. Act as curriculum liaison to MIU#4 and the Pennsylvania Department of Education
  • Professional Development
    1. Coordinate district's staff development program in accordance with state mandates and local professional development needs.
    2. Lead district staff development team to establish annual professional development goals.
    3. Collaborate with district staff and administrators to secure appropriate staff development
    4. Plan, design, present and coordinate workshops in implementation of best practices for teachers and administrators.
    5. Survey staff annually regarding staff development topics and methodology.
    6. Develop, coordinate and implement New Teacher Orientation and Induction Program.
  • Instruction.
    1. Communicate and cooperate with other staff members in planning instructional goals.
    2. Work to continuously improve student learning and performance on State Assessments including coordinating summer learning programs and tutoring.
    3. Conduct evaluations of instructional practices and resources and make recommendations for
    4. Work collaboratively with building principals to evaluate daily classroom instruction through frequent walkthrough monitoring.
    5. Make recommendations for the improvement of ECAVA (virtual learning) courses.
  • Assessment
    1. Coordinate and evaluate the district wide assessment program and make recommendations as
    2. Assist professional staff in the development and implementation of local assessments including Kindergarten Readiness Screenings, Formative and Summative Assessments, Common Assessments within grade levels and content areas, and content Final Exams.
    3. Serve as the District Assessment Coordinator for PSSA and Keystone Exams.
    4. Analyze district assessment data, report results to the professional staff and facility program modifications based on data findings.

  • Programs
    1. Research and evaluate present programs and work with stakeholders to implement new programs for teacher success and student achievement.
    2. Monitor ESL activities and make recommendations as needed.
    3. Monitor district Home Schooling and maintain appropriate documentation.
    4. Monitor district Homebound students and maintain appropriate documentation.
    5. Monitor and collaborate with the District Federal Programs Coordinator. Make recommendations for the use of Federal funds, Title I instructional practices and the maintenance of program records.
    6. Maintain and oversee implementation of Civil Rights Compliance and complete yearly reports.
    7. Monitor Title IX policy and practices and make recommendations as needed.
    8. Monitor Safe Schools and District Police activities and make recommendations as needed.
  • General Compliance
    1. Collaborate with district PIMS Coordinator to assist with state reporting.
    2. Participate in the development and implementation of the district Comprehensive Plan.
    3. Collaborates with professional staff to ensure FERPA compliance.
    4. Collaborates with all district staff to ensure HIPPA compliance.
  • Other Essential Duties.
    1. Assist in the development and implementation of the annual district budget.
    2. Seek, write, and assist in the development of grant proposals that will offer opportunities for increased resources to the district.
    3. Facilitate the recruitment, screening, interviewing and hiring of district professional staff.
    4. Collaborate with district leadership to ensure staff and student success.
    5. Communicate with parents and community members to advocate on behalf of district staff and students.
    6. Perform other duties as assigned by the Superintendent.

EDUCATION, CERTIFICATION AND QUALIFICATIONS

  • Masters Degree in Educational leadership
  • PA Certification (at least one of the following): Superintendent's Letter of Eligibility, Principal (k-12) and/or district Wide Supervisory of Curriculum and Instruction
  • Completion of all Pre-Employment requirements as established by School Board policy and law.

  • Knowledge of teaching models, conferencing, mentoring, peer coaching, learning styles, inclusion, cooperating learning, special education regulations and NCTM standards.
  • Knowledge of process writing and State standards.
  • Knowledge of Computer Assisted Instruction and Computer Technology.
  • Leadership, organizational and strategic planning skills, decision making, problem solving skills, professional integrity, self control, resiliency, sense of humor and patience are required.

PHYSICAL/MENTAL DEMANDS

  • Work is sometimes technical in nature and requires the ability to operate all currently used business and media technology.
  • Work is physically demanding and requires the ability to work long, irregular hours, often evenings and week-ends, and to travel from time to time.

TERMS OF EMPLOYMENT:             Twelve (12) months work year as established by the Board of Education.

SALARY CLASSIFICATION:             As provided in Act 93 Administrative Salary Plan.

EVALUATION:                                Performance evaluated annually in accordance with Board Policy on Evaluation of Professional Personnel.
