Summary

This position is located in the Bureau of the Fiscal Service, Office of Strategy and Transformation. You will be a part of an organization that promotes the adoption of innovative solutions to provide capabilities that improve the efficiency, effectiveness, and service quality within the bureau and across the entire federal community. The Chief Innovation Officer promotes a culture of innovation and establishes the Fiscal Service as a thought leader across the financial management community.

Duties

As the Deputy Assistant Commissioner and Chief Innovation Officer, you will be responsible for leading, developing and implementing transformational initiatives in financial management disciplines with potential for impacts across the federal government. Specifically, you will:

  • foster and communicate a shared vision for innovative solutions, capabilities, programs and initiatives;
  • analyze government financial operations and design solutions that streamline processes and harmonize government-wide financial data;
  • provide management, direction and guidance for developing and implementing new innovations or ways to transform existing solutions, systems, initiatives and programs;
  • Oversee and supervise the work of the Financial Innovation and Transformation (FIT) division, as well as direct report functions (financial foresight, research and development functions);
  • Lead the creation and implementation of an innovation strategic framework aligned with the Bureau's strategic goals and objectives. Develop, implement, and maintain the Bureau's transformation and innovation services, integrating its execution as part of normal operations;
  • conduct complex and high-priority assignments involving extensive research and fact-finding on a variety of high-level and emerging subjects of direct and critical importance to the bureau;
  • partner with Fiscal Service and other federal agencies to secure the resources to launch an innovation portfolio comprised of solutions, capabilities, and technologies;
  • establish processes for identifying and nurturing new ideas, including crowdsourcing, research and development initiatives, and partnerships;
  • develop and monitor key performance indicators to measure the success of innovation initiatives;
  • lead the creation and implementation of an innovation strategic framework aligned with the bureau's strategic goals and objectives;
  • assist in shaping the future direction of financial management capabilities and practices in the federal government, leveraging state-of-the-art technology solutions to solve complex business and technical problems; and
  • foster and build an innovation culture and enterprise mindset while generating support across a vast ecosystem of stakeholders.

Requirements

Conditions of Employment

  • Complete a 1-year SES probationary period, unless already completed.
  • Complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Complete a Declaration for Federal Employment (https://www.opm.gov/forms/pdf_fill/of0306.pdf).
  • Complete an Executive Personnel Financial Disclosure Report annually.
  • Undergo appropriate tax checks.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System (https://www.sss.gov/) or are exempt from having to so so.
  • Have your salary sent to a financial institution of your choice by Direct Deposit / Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 (https://www.uscis.gov/i-9).
  • Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • You may be subject to pre-employment and/or random drug testing.
  • You must be a U.S. Citizen or National.

Qualifications

All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Mandatory Technical Qualifications.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building.

ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, influencing/negotiating

Fundamental Competencies - Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation are cross-cutting and provide the foundation for success in each ECQ.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated eligible for this position.

MTQ 1 - Driving Innovation - Proven experience in leading the development and execution of innovative strategies that drive organizational transformation. Ability to align innovation initiatives with the bureau's mission and strategic goals, while fostering and promoting a culture that embraces change, collaboration, and continuous improvement. Demonstrated ability in successfully leading and driving strategic outcomes that integrate innovative solutions for both mission-critical programs and complex business operations within a large, multi-stakeholder, geographically-dispersed organization or agency. Proven experience in researching, developing, and implementing innovative initiatives, policies, processes, and programs, while actively fostering a culture that supports and accelerates innovation across the organization.

MTQ 2 - Research and Recommendation - Demonstrated executive-level knowledge and experience in overseeing complex and high-priority initiatives focused on piloting and prototyping innovative solutions across people, process, technology, and data that directly address organizational challenges and improve experiences. Expertise in conducting extensive research and environmental scans to identify emerging technologies and business capabilities, followed by the identification of gaps and opportunities. Proven ability to recommend optimal approaches that no only align with the agency's mission and goals but also facilitate the smooth transition of successful pilots into operational practices.


MTQ3 - Vision - Demonstrated executive-level ability in developing and articulating a forward-looking vision to shape the future direction of financial management capabilities and practices in the federal government. Proven experience in establishing and leading innovation programs that leverage cutting-edge theories to solve complex problems. Skilled in working with diverse teams to develop solutions and capabilities that yield measurable improvements. Demonstrated history of identifying strategic needs, forging strategic partnerships, and breaking down barriers to gain buy-in from executive-level partners and senior leadership. Demonstrated results in successful implementation of an innovation program with clear metrics that align with business strategy and track progress towards achieving a compelling, innovative vision.
