Job Opening: 58338.  Job Posting Title: Data Scientist  Open to ALL U.S. Citizens.  Are you interested in a career supporting investigative and intelligence operations at America’s premier national security and law enforcement agency? Do you have experience or the desire to provide program support in the areas of data research and analysis?  As a Data Scientist you will serve as a business innovator and provide support to law enforcement, national security and administrative functions across the FBI. Data Scientists will use scientific and mathematical processes to convert large datasets into more efficient databases for business needs.

Key Requirements: Must be a U.S. citizen.  Must be able to obtain an SCI clearance. ALL applicants must verify completion of the basic education requirement by submitting a copy of college transcripts by the closing date of the vacancy announcement.

Major Duties: As a Data Scientist you will: GS-11:Utilize data systems or other strategies to acquire and prepare data for exploration or statistical analysis.  Analyze data using exploratory techniques by leveraging statistical or programming languages or software packages. Communicate results of analyses using ready-made, basic data visualizations to novice end-users and stakeholders.  GS-12(in addition to the above): Develop, implement, and utilize data systems or other strategies to acquire and prepare data for exploration or statistical analysis.  Analyze and interpret data using exploratory and statistical techniques by producing and sharing analysis code developed with statistical or programming languages or software packages. Communicate results of analyses using data visualizations and other techniques to partners, stakeholders, and executives.  GS-13(in addition to the above): Design and implement data collection strategies and conducts experimental design, including identifying appropriate populations and population sampling strategies.  Explore data attributes and assesses data quality using statistical software packages to develop recommendations and analytical plans based on business and mission requirements.  Analyze and interpret complex data by identifying and applying appropriate advanced exploratory and statistical techniques, and validating findings using an iterative approach.  Provide scientific, statistical, and technical consultation about applicable best practices and new techniques.  Present key findings and methodologies to partners, stakeholders, and executives.  GS-14(in addition to the above):  Facilitate stakeholder engagement sessions to elicit business questions and requirements using a variety of techniques including design thinking and human-centered design.  Identify opportunities for improving business and mission outcomes through the application of data science and analytics techniques.  Model complex problem sets to help discover insights and identify opportunities using statistical, algorithmic, and visualization techniques.  Coordinate multifaceted research and analytic activities and develops novel or innovative solutions to complex problems. 

Qualifications and Evaluations:  Your application will be evaluated and rated under the FBI’s Candidate Rating Procedures. Positive Education Requirement: This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.  Please include a cover letter in which you identify specific relevant coursework from your transcript(s) that fulfills the positive education requirement.  A.  Degree:  Mathematics, statistics, computer science, data science or field directly related to the position.  The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.  OR   B.  Combination of education and experience:  Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE):  Please make sure your specialized experience/requirement(s) can be identified in your resume. Applicants must meet the qualification requirements by the closing date of this announcement.

GS-11: Applicant must possess at least one (1) year of specialized experience (SE) equivalent to the GS-09 grade level. SE is defined as follows: 

  • Utilizing existing and readily available data or systems for research purposes, exploration, or statistical analysis.
  • Using relevant statistical software (e.g., Python, Stata, and R) to analyze and interpret data through basic exploratory, mathematical, and statistical techniques, through use of relevant statistical software (e.g., Python, Stata, R).
  • Cleaning (i.e., removing defective data), manipulating (i.e., changing the data structure or contents), “munging” (i.e., making raw data useable) and sub-setting (i.e., shrinking a large database to benefit information storage) data for the purposes of analysis.
  • Assisting in research studies or analytical projects requiring use of the scientific method to address a relevant problem.
  • Utilizing ready-made data visualizations and tables to communicate key findings and methodologies and to assist the novice end-user in understanding the results.

GS-12: In addition to the above, applicant must possess at least one (1) year of specialized experience (SE) equivalent to the GS-11 grade level. SE is defined as follows: 

  • Developing and utilizing existing data systems to acquire and prepare data for research purposes, exploration, or statistical analysis. 
  • Identifying trends and patterns in data using mathematical, computational, statistical, and / or algorithmic techniques.
  • Conducting and coordinating research studies or analytical projects to address a relevant problem, using the scientific method.
  • Using known scientific procedures to determine the reliability, validity, and statistical confidence of studies and analyses.
  • Developing custom data visualizations and tables to communicate key findings and methodologies and to assist the novice end-user in understanding the results.

GS-13: In addition to the above, applicant must possess at least one (1) year of specialized experience (SE) equivalent to the GS-12 grade level. SE is defined as follows: 

  • Using algorithmic and programmatic approaches to clean (i.e., remove defective data), manipulate (i.e., change the data structure or contents), “munge” (i.e., make raw data useable) and sub-set (i.e., shrinking a large database to benefit information storage) data for the purposes of analysis. Developing novel ways to analyze and identify trends and patterns in data using advanced mathematical, statistical, and / or algorithmic techniques.
  • Designing scientific procedures to determine the reliability, validity, and statistical confidence of studies and analyses.
  • Directing research studies or analytical projects to address a relevant problem, using the scientific method.
  • Developing tailored data visualizations to present key findings and methodologies to both technical and non-technical audiences.

GS-14: In addition to the above, applicant must possess at least one (1) year of specialized experience (SE) equivalent to the GS-13 grade level. SE is defined as follows: 

  • Designing and implementing data collection strategies through experimental design.
  • Developing novel algorithmic and programmatic approaches to (i.e., remove defective data), manipulate (i.e., change the data structure or contents), “munge” (i.e., make raw data useable) and sub-set (i.e., shrinking a large database to benefit information storage) data for the purposes of analysis.
  • Directing multi-faceted, multi-disciplinary, and multi-team research studies or analytical projects requiring the use of the scientific method and advanced data science techniques to address a relevant problem, using the scientific method.
  • Serving as a technical and scientific consultant and as a subject matter expert to executive leadership and line-level managers as appropriate and requested.
  • Developing tailored data visualizations and tables to present key findings and methodologies to executive and managerial audiences.

GS-11 (Up to 15%), GS-12/13 (Up to 20%), GS-13/14 (Up to 25%).  Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record): a. Percent of time worked in the particular position (cannot conflict with main duties).         b. The month/year work began. c. Frequency worked (i.e., daily, monthly, etc.). d.
