Job Description:
Responsibilities:• Lead program analysis and budget strategy for large-scale DoD cybersecurity initiatives.
• Oversee multiple workstreams, ensuring seamless coordination and delivery of program goals.
• Provide expert guidance on the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, aligning resources with mission objectives.
• Build and maintain high-level stakeholder relationships across the DoD, ensuring clear communication and collaboration on cybersecurity priorities.
• Prepare and present detailed funding justifications and issue papers to senior leadership.
• Provide strategic insights into the DoD acquisition system, ensuring cybersecurity projects align with acquisition best practices.
Basic Qualifications:
• 10+ years of experience in DoD programs and management processes, with a focus on cybersecurity.
• Proven expertise in leading budget analysis and resource planning for large, complex programs.
• Extensive experience managing senior-level relationships within the DoD and other federal agencies.
• Deep knowledge of DoD Planning Guidance and the PPBE process.
• Ability to manage cross-functional teams and multiple complex workstreams simultaneously.
• Superior written and verbal communication skills, including experience delivering executive-level briefings.
• Active Top Secret clearance required.
• Bachelor’s degree in a relevant field (Master’s preferred).
Preferred Qualifications:
• Expertise in enterprise-level budget planning, justification, and resource allocation within DoD frameworks.
• Strong understanding of cybersecurity principles, technologies, and programs within the DoD landscape.
• In-depth knowledge of the DoD acquisition system and its relationship to cybersecurity initiatives.
• Familiarity with issue paper processes for high-level funding justifications and defense appropriation.
